Monitor recommendations that addresses the UI Trust Fund’s solvency crises and stimulates the economy.

Support measures implementing structural reforms to the UI system to help offset higher employer UI taxes caused by the recent enactment of multi-year UI benefit increases.
 

AB 1884 Unemployment Compensation Benefits: Locked out Workers (Chu) (April 6)
 

The Chamber opposes AB 1884 because it forces California employers to subsidize a strike against their own company by providing unemployment insurance benefits to workers unemployed due to a strike.

AB 2209 Unemployment Compensation Benefits: Trade Disputes (Pavley) (April 2006)
 

The Chamber opposes AB 2209 because it provides that any agreement between an employer and an employee prohibiting the employee from either filing a claim for, or appealing a decision of denial or reduction in, unemployment compensation benefits is against public policy and is void. Allows an otherwise eligible locked-out worker to receive unemployment compensation benefits if the worker’s employer is found to have engaged in any fraud.
