AB 2330 Small Business Costs Study (March 2006)
 

The Chamber supported AB 2330,which is built on legislation that was passed in 2000, AB 505. AB 505 established the Office of Small Business Advocate within the Governor’s Office. The office created a small business task for, where the task force was required to conduct a study one issues of concern to small businesses. The study was never released in 2002 due to the recall election.
AB 2330 will require The Office of Small Business Advocates to commission a study of the cost of state regulation on small businesses and make recommendations on how to reduce the cost impact. The bill requires an advisory committee be formed representing a cross section of the small business community, to provide advice on the study. The study and recommendations must be received by the Legislature June 1, 2007.

2502- Small Business Tax Credit Transfers (March 2006)
 

The Chamber supported AB 2502 which authorizes a small business with less than 50 employees, to transfer the value of certain tax credits to other state tax liabilities owed by the business. Some of these taxes that credits may be transferred to are, sales tax, hazardous substance tax, timber-yield tax, use-fuel tax, but ONLY taxes that go into the general fund.
Currently, small businesses support tax credits, but income tax credits are difficult for small businesses to utilize because they do not pay a lot in income taxes in general because they have such small profit margins. The transfer of tax credits will not affect local government monies, and does not affect any tax going into special funds.
