Oppose measures that create a mandatory, tax-funded,
government-operated health insurance programs.
AB 1840
Healthcare: Employer Coverage (Horton) (April 2006)
The Chamber
opposed AB 1840 which would establish a list of employers with
more than 25 employees that employ beneficiaries of public
assistance healthcare benefits under Medi-Cal, the California
Children’s Services Program, and the Healthy Families Program
and provide public access to this list.
SB 1414 California Fair Share Health Care Act (June 2006)
The Chamber
opposed SB 1414 which would require a private employer with more
than 10,000 employees to devote 8% of its total wages paid
towards employee health insurance costs. As of 5/26/06, this
bill would only require non-profit employers to devote 6% and
private employers to devote 8%.
Oppose employer-mandated health coverage and work to preserve
the current voluntary employer-provided health care coverage
system.

The Chamber
opposed SB 1414 which would require a private employer with more

private employers to devote 8%.
AB 1952 Healthcare Coverage (May 2006)
The Chamber
opposed AB 1952 which would enact a “pay or play” requirement
that employers either provide health insurance to their
employees or pay a fee, and imposes and “individual mandate” to
buy health insurance on individuals over the age of 18 if the
Managed Risk Medical Insurance Board certifies that health care
coverage is affordable and available to all residents of this
state.
Support legislation that allows employers to offer a minimum
benefit plan, enabling small employers and their employees to
buy health care coverage at a more affordable price.
AB 2010
Income Tax: Health Savings Account
The Chamber
supported AB 2010 which would allow tax deduction for health
savings account, in conformity with federal tax laws, in
connection with high deductible health plan
Support measures that implement a moratorium on benefit
mandates.
SB 1220
Vaccines: Influenza (Migden) (April 2006)
The Chamber
supported SB 1220 which would require the State Department of
Health Services to establish a bulk purchasing program for
influenza vaccine that will be available to smaller physician
practices. The past two flu seasons have seen vaccine shortages
that have left many private practice physicians with little or
none of their flu vaccine orders early in the flu season.
Support measures that streamline government regulations to
increase efficiency and reduce overall administrative burdens.
SB 1220
Vaccines: Influenza (Migden) (April 2006)
The Chamber
supports SB 1220 which would require the State Department of
Health Services to establish a bulk purchasing program for
influenza vaccine that will be available to smaller physician
practices. The past two flu seasons have seen vaccine shortages
that have left many private practice physicians with little or
none of their flu vaccine orders early in the flu season.
Monitor state funding for Medicare and Medicaid reimbursements
to providers of health care and fight future attempts to further
cut current reimbursement rates.

education programs.
Oppose measures that place unfunded mandates on hospitals.
SB 1672
Public Health: Health Care technology systems: loans (May 2006)
The Chamber
supports SB 1672 which would establish a low-interest loan
program or tax credit to provide any specified health
institution, licensed physician and surgeon with financing for
the costs of purchasing a health care information technology
system.
