Monitor policies that promote future land development to ensure
Fresno’s business attraction and retention.
Graffiti
Ordinance (May 2006)
The Chamber
conceptually supports the City’s ordinance to take the authority
to clean up graffiti on businesses. The City of Fresno would
require businesses to clean graffiti off of their property
within 24 hours. If that did not happen, businesses would have
two options: Businesses will have the option of giving the City
permission as part of the business license process to enter the
property after the 24 hour time period If the City is not
granted permission prior, the City will try to get permission
thereafter to enter the property. If the City still could not
get the permission the City would be able to enter the property
without permission because it is a public neusance. The City
will charge the businesses the cost of the supplies, which
averages $85 per hour.
AB 2589 Enterprise Zone (Runner) (April 2006)
The Chamber
supports AB 2589 because this bill relates to the Personal
Income Tax and the Corporation Tax Laws. It expands the amounts
of wage, sales and use tax credits by providing that the amount
of either tax credit may not exceed the amount of tax that would
be imposed on the taxpayer’s business income attributable to all
of the taxpayer’s enterprise zones. Makes conforming changes to
certain statutory apportionment procedures, and to the
application and definition of property and payroll factors in
income apportionment formulas.
Monitor policies that ensure a regional balance to employment
and housing needs with natural resource preservation.;
AB 2553-
Air Quality Mitigation Zones (March 2006)
The Chamber
conceptually supports AB 2553 because it creates an air quality
mitigation zone for the purpose of creating jobs and reducing
air pollution. Zones can be designated in any area of the state
within a serious, severe, or extreme non-attainment air basin.
This bill would allow a 10% tax credit on tools that help reduce
air pollution and/or produce renewable energy, ie, solar panels.
Monitor the City of Fresno’s usage of eminent domain to ensure
that the action is used to foster economic vitality.
